The gay flag thing is one of those issues where the left likes to pretend it supports free speech. You can't NOT fly the Pride Flag, but kicking a kid out of school with a Thin Blue Line Shirt is for everyone's safety—the selective application of the right not to be offended.
Aggressions, microaggressions, it's all about them and their feelings and their pride. But your right to not be offended offends me. This sets us up for "bounces off me and sticks to you" back and forths with no end in sight. The solution is to accept that there is no law against offending people or hurting their feelings, while there is a law protecting the right to do both.
Your right to be you does not require the local taxpayer-funded entity to fly your flag. It can, however, restrict such displays, and the State of Montana just did.
HB819 is “an act revising laws related to the display of flags and banners in or on government property, state buildings and grounds, public schools, and other government-owned facilities.”
